CPU under preforming and pretty much everything else

I have been having consistent issues with fps and audio lagging with my new gaming PC. Here is the part list. http://pcpartpicker.com/list/HxQJkT
I have also done performance testing and the major problem is the CPU under preforming.

I have tried uninstalling my graphics card drivers and the audio drivers with no luck as well.
Hoping you guys have a solution for me.

Your problem had nothing to do with the gpu or audio driver and everything to do with the cpu usage in the back ground whist the test was running.
" High background CPU (25%). High background CPU reduces benchmark accuracy. Find active processes with windows task manager (CTRL+SHIFT+ESC)."
You had something(s) running taking resources away from the game and benchmark. I suggest you look at task manager and see whats taking up those resources.
