Cpu underclocked after installing new MOBO and PSU

Yesterday i got my new power supply (VS450 CORSAIR) in and i decided to install it into a new case with a motherboard (MSI Z97A Gaming 7). I previously had an I5 4460 and a gtx 1050 and 2 sticks of ram (8GB and 4GB) wich i also installed into the computer with cooling paste on the cpu. I also installed my old SSHD with the previous storage on it, i did notice the computer was very slow so i reset it. After the clean install i still noticed it was very slow so i installed cpu z and saw that my cpu was underclocked from 3,2 GHz to 0,8GHz. if anyone could help me thank you! :)
