CPU Underclocked & Less RAM Available

[Generic name]

AMD FX4300 is running at 3.69GHz and won't even go up to its stock speed of 3.8GHz and the available RAM is 3.97GB while the computer recognises there is 8GB installed.

Specs:
AMD FX4300
AsRock 990fx extreme3
(x2) 4GB Ripjaws X
GTX 1050 Ti

I think he meant 32bit or 64bit. Isn't 32bit limited to 4gb ram?

ok, looks like u have a bad ram slot maybe? check if ur ram gets recognized in both the slots, both the rams.
and the extreme 3 has 4 slot. so worst case scenario, u can use the other 2 same color slots.
but before those things, i would advice u to boot up in stock bios settings and see.
on a side note, has the pc ever shutdown due to overheating?

I've tried every arrangement for the RAM, A1 & B1, A1 & A2, B1 & B2, A2 & B2 and then with a single stick in each slot it shows it's working in each slot. I loaded BIOS defaults and still did nothing and no the computer has never shut down from overheating.

Was the RAM sold as a kit? or is it 2 separate packages?

But tell me this first, did this happen after a certain day, I mean, before this you were having 8gb of ram.
