Question Cpu underclocking itself

Hi guys,

My system is:
MSI B350 gaming plus
Ryzen 2600
16 gb ram
Rx580 8gb
120 gb SSD
1 tb hardrive

So recently i started noticing that my CPU would underclock itself randomly, sometimes in games sometimes in deskpot. This underclock is not due to temperature (it sits between 65 to 75 º during stress test) so im kinda lost. It literally locks itself to 3.5ghz or lower when it should be running at least at 3.7/3.8ghz.
I read on some posts that there is some bugs on MSi motherboards when you overclock your cpu, so reseted my bios and it still happens. I already updated windows, bios, chipset and changed my cpu cooler and this stills happens. Anyone gotta clue why this is happening?

Did you check the motherboard temperatures? Could be the VRMs overheating.

I can check that on Hwinfo right? Tho is not likely because there plenty airflow

nothing about 95, not even close. I dont think its temp related

what should i do? I already reseted BIOS and updated BIOs and still nothing. It mostly happens when i launch a game. I really dont know what could it be. I even changed the power setting to AMD balanced and still happens the same
