I have a dell optiplex 780 sff Core 2 Duo 2.9ghz and im looking to upgrade to a Core 2 Quad whats the best upgrade without having to upgrade anything else and one that will fit. Its a 775 socket

sff as in small form factor?

You'd need to check to see if Dell ever offered such a configuration, as it is possible the power and/or thermal constraints (especially in an SFF case) might have made this unfeasible, as there is more to compatibility than fitting into the socket...

it might be a dt or the small form factor i am not sure but ive been researching and it seems to be able to work but im not certain. Also this is the cpu im looking at
Intel Core 2 Quad Q9300 2.50GHz Processor https://www.amazon.com/dp/B001QSD5GQ/ref=cm_sw_r_cp_apa_4auUBb9CB6MJ3

Q9650 is the best available for that. Q9550 is popular also.
Here are the builds for that. You can see the relative performance.

Dell# JP911 is the SFF quad core heatpipe cooler.

If you really don't want to upgrade the cooler there are Q9550S, and Q9505S 65W CPUs. But unless you find a deal they cost more than adding the cooler. You have to remove the cooler anyway to change the CPU.
Let me know if it's a DT. They take a different cooler and have an interesting GPU option also.
