Build Advice CPU upgrade or maybe RAM? budget 400 now maybe more later if I wait

CPU I5-12400 - GPU evga 3070 ftw3 - PSU 650watt 80 evga g2 - MOBO Asus prime b660m-a wifi D4 - RAM 32 gb kit (2x16gb) DDR4 3200 - Cooler master Master liquid 240 - Display 1 hp x32 (2560 x 1440) - Display 2 hp 32f (1920 x 1080)
What should I upgrade first?
I game and stream and some video editing.
I game at 1440
I get lag in games like ready or not and scp 5k while streaming.
I notice my CPU is at 95 to 100 utilizations during these tasks so I think i should upgrade my CPU.

I am thinking i7 14700k because it is on sale at best buy for 389.99

If I upgrade to an i7 or i9 could my MOBO, PSU or cooler handle the load or heat?
Or is it ram?
 
VRM on the motherboard you have isn't very good and wouldn't work very well with the 13th/14th Gen i7+ at all. Anything above the i5 would likely be a waste of money given the power limitation. PSU and cooler would also be questionable for raising the power consumption with any compatible i7+.

It's somewhat hard to find reasonably priced low latency DDR4 right now and higher speed isn't likely to work with your existing CPU due to artificial limitations on non-K SKU CPUs. Potentially you could get something like an i5-13600K/14600K and some better memory with the rest of the components you have.
