[SOLVED] CPU upgrade or something else I can do within the system I have?

Most Importantly, Why Are You Upgrading:
I have noticed past week my CPU percent usage was high with random spikes from apps (seen 80%-90%) and PC would freeze because of the prolong high percent CPU usage. Freeze usually came from 6-8 open tabs total from chrome & firefox & youtube. I notice Malwarebytes, youtube, chrome, & firefox seem to hog down the system sporadically. I can game on CS:GO smoothly and have no problem; I can keep it open and exit to use browser no issues. TL;DR I am concluding older hardware I have is not keeping up with apps/software and their updates & upgrades.

Strangely enough I am doing similar things today listening to music with 6 tabs open and everything seems fine. It happens sporadically.

Things I have done to remedy this so far:
I did a search on here about PC crashing & freezing and did what members repeatedly recommended. I cleared out hard drive space and have 70GB free now, deleted temp files & ran system file checker.


Plans or Recommendations:
I am all ears. I have been out of the PC hardware community so not sure where my PC stands.




Budget Range: $600 or less for only CPU, MOBO & RAM upgrade. Looking for best bang for buck. Not including new OS.

System Usage from Most to Least Important: Main use is for web browsing with 6-8 tabs open while watching videos on youtube , listening to music, simple photo editing, and gaming (specifically CS:GO).

CPU: Needing Upgrade-Intel Ivy Bridge i5 3570k Budget: Less than $350.

CPU Cooler: Keeping-Cooler Master Hyper 212 EVO. Unless not sufficient for CPUs today.

OS: Upgrade-Windows 11 Home or whichever one is the most basic for home use when I buy a new MOBO.

Mobo: Needing Upgrade-ASRock Z77 Extreme4. Budget: Less than $200.

Memory: Upgrade-PNY Anarchy 16GB DDR3 1866MHz Budget: Less than $100. Need memory to match new CPU & MOBO.
