CPU usage at 25-35% idle, Hardware interruptions are the source apparently

I have an Intel core i3-2120 3.30 ghz. 16gb RAM. 1TB HDD. radeon hd 6670. I've had this problem before and I had fixed it the previous times by using compressed air to clean the fans and the areas surrounding. it would work and then my computer would restart from an update or something and it would come right back. System recoveries don't do anything either. It happened again and the usualy method of cleaning did not work. any ideas?

There's no problem. It's only an i3. 25% usage at idle is normal.

My comp runs at 7% and lower on average. It's not normal for me and everything running slower and games getting choppy aren't normal for me as well.
