CPU usage dropping while gaming

When I game, my cpu would usually be around 80%, but i've been noticing frame drops, like 60 fps and all of the sudden 21 fps for 5 secs then back to 60. Then I realized that my CPU usage would be 80% with 60 fps, but randomly drop to 33% with 20 fps. It just has 5-10 second spikes. My cpu Has never done this, but yet here i am.
