CPU Usage goes to 99% when playing any games, help please?!

Hi,

Recently (unless its happened gradually, not too sure) whenever i play any game my CPU usage maxes out. When I use Chrome or just load any application it normally hits around 30-40% when loading but goes back down to 2-5% once the application is static, and from my knowledge thats pretty high.
I've looked into forums and other solutions and tried all of them that i've found; ran CCleaner, ran malwarebytes, done a virus scan etc... I've read into overclocking but I haven't done this to my CPU that i know of.
Basically what I need help with is how to fix this without having to buy a new CPU or will that be the only solution for me?

It shouldn't be normal where its at 99% and my pc fails to keep up and wither crashes or just becomes unplayable?
 



Battlefield is one of the games that is CPU hungry.

Also, theres nothing more running in background while gaming? Anti virus? something else
