Question CPU usage goes too high and starts lagging after turning on XMP

PC Specs:
CPU: Ryzen 5 3500X (OCed to 4.2Ghz@1.375V in Override mode)
Motherboard: MSI B450M Pro VDH MAX
RAM: Corsair Vengeance LPX 16GB (2*8GB) 3200MHz
GPU: Gigabyte RTX 2060 6GB OC
PSU: Corsair CV650 650W 80+ Bronze
CPU Cooler: Thermaltake UX200
*OS Installed on a 120GB SATA SSD
*Other Files on HDD
*Gaming on Samsung PM91A 512GB NVMe SSD

Whenever I turn on XMP profile CPU usage become insane (80-100%) and start to lag everything. Games FPS goes to 30 from 70. Discord uses 80% of CPU while launching. It was not like that before. I have been using this CPU OCed for more than 2 years (Did I kill my CPU :) ) and everything was running perfectly. CPU was performing better than default setting and even temps were better (Never crossed 70).

But recently installed Windows 11 and after 2 days CPU starts to show these symptoms. Flashed latest BIOS and went back to old ones but the result was same. Went back to windows 10 but...
The only solution I found myself was turning off the XMP and everything running well. But there's some (sometimes more) performance penalty when RAMs are running at 2133Mhz instead of 3200MHz.

WHAT SHOULD I DO?
 
what is your temperature with XMP?
and check your CPU clock (each core) while it shows high cpu utilisation
I don't know how but to test your queries just tuned on the XMP and it's working perfectly 😱. No lag or high usage. XMP was off for about 4 consecutive days though.
Now Temps with XMP is 68 and CPU Clock from core 0 to 5 is 4136MHz minimum & 4271MHz maximum.
Do i need to be careful about anything in the future to prevent it? What possibly went wrong before?

Take off the OC and test again.

120gb is quite small for a Windows drive. It could be contributing if it's nearly full.

Did you clear CMOS after each of the bios upgrades/downgrades?
Turned on XMP again after 4days and it seems like it is fixed somehow.

I took off the OC and tested and result was same.
yes...I cleared the CMOS every time after flashing BIOS.
I just installed OS and some necessary apps on 120GB SATA drive for gaming nothing else which used around 40-45% storage, rest is always free.

BTW, what went wrong actually? and what fixed it? Any Idea? I actually did not do anything special. Just turned of the XMP.
any suggestions to prevent that in future?

Hmmm. Not sure. I guess something could have been lost and found, with all the bios updates. But, if it's now fixed, then at least you have an idea of where to look.
