CPU usage is always high

I built a skylake PC with following specs

i5 6600k
Gigabyte Z170X Gaming 5
G Skill Ripjaws V 8GB
Cooler Master Seidon 120V Plus
MSI GTX 970 Gaming 4G
Corsair TX650 V2
1 TB Hard disk
500Gb Hard disk
DVD Writer
Cooler Master k380 case

I've installed windows 7 SP1 in my PC and I find the CPU usage is always high. Most of the time, above 50% and not less than 25%. I previously had a i7 860 which usually has a CPU usage of 1 to 10%.

Whether this CPU usage of i5 6600k is normal? (I didn't overclock the processor)
The apps which I downloaded from gigabyte app center doesn't work. Whenever i try to open, it hangs and I've to close the app using task manager...

 
Solution
Hello... 1) Disable "Core parking"
2) Look in the Task manager-performance-Resource monitor-CPU and look for what APPS/drivers/programs are running them up.

SpeedStep (or 'EIST') is a power-saving technology that reduces the CPU clock rate (the 'C6' power state) and may place a core into a 'sleep state' --- it typically has no impact on performance.

I suspect StepStep is working just dandy on your computer.

With a quad core processor in SpeedStep running at 800MHz, 25% CPU utilization is not very much, right? It's just chugging along handling background services waiting to spring to life when the system demand requires it.
