[SOLVED] Cpu usage stays at 100%

Hello everyone, i have a Dell Laptop with an intel i7 8550U and a MX 130 graphics card. My cpu usage is always at 100% when i play League of Legends and it gets really hot. I also changed my cpu cooler and it behaves the same. I don't have any background apps or updates. Any possible solutions ?

Use intel xtu to undervolt your cpu for -125mv, do stress test before and after to see if your temperature throttling :

I tried to download that but there is an error while installing.
It says ''Attempted to install on an unsupported platform"

0x80070643 - Fatal error during installation.
Any possible solutions ?

uninstall all Uninstall all of your Microsoft Visual C++ 2012 Redistributable and after that restart (from remove programs)

I reinstalled the game and my cpu stays at around 60% usage.
