I don't have any programs opened just the task manager. When I'm not moving the mouse my CPU usage stay from 0-2% but as soon as I move the mouse pointer, even though just a bit, it shoots up to 30%!!!!

Why is that happening? I'm really frustrated about it.

Thanks.

Windows 10 makes this harder to do. The easiest way is to search windows for Performance Settings. Click on Changing Windows Appearance and Performance. That will bring up the Performance Options menu.

Go to the Advanced Menu. Then select Change Virtual memory. Select the Custom option. Then select your system drive and set the Minimum to 10000 MB and Maximum to 15000 MB (variable). You can do this for other drives as well. This uses a small portion of your drive as temporary memory. Generally it will speed the system up especially if resources are limited.
Depending upon the processor, moving the mouse will change the CPU% usage. But 30% is high for just moving the mouse.

In the task manager, it will show you all of the programs that were loaded at startup. Go to the startup menu in task manager to clean up these. First go down the list and identify applications that have a medium or high impact on startup, highlight them and use the disable button at the bottom of the page. Then go down the list and disable any applidactions that you don't use every few days.
