Is normal when i am installing a game my pc use all the cpu, temp near 70 and cpu fan 100%?

Ryzen 5 3600x
Rx 5700 pulse
Corsair 3200 16gb
Gigabyte G750H Gold
Samsung 970 evo M2

As long as the clock speeds of the processor go down when idle(alongside temps and CPU usage) then yes you're fine. Speaking of which, which version of Windows 10 are you on?
