CPU usuage at 99% while processor speed stuck at 3.81 and not reducing

hello, my CPU usage is at 99% and staying there and my processor speed is also stuck and not reducing. can someone please tell me how I can fix this?

task manager and Microsoft edge tend to be the main 2 taking a lot but that doesn't help even when I close Microsoft edge

With 137 open if they're all taking 1% then that's more cpu than you have. There shouldn't be that much crap running. You need to figure out what it is
