Question CPU Utilization at 100% when running any game.

I'm looking for some tips on how to get my CPU's utilization down when running games. I experience severe lag in any attempt to play a game on my pc, and when I go to check my task manager, my CPU is running at 100%. This is a brand new computer so software issues like malware are highly unlikely. I figure it has something to do with my actual build. Does anyone have a solution to this problem?

Edit: Im new to this so I didn't realize I should've included my build.
This is it:
Computer: MSI MS-7C90
CPU: AMD Ryzen 5 5600X (Vermeer, VMR-B0)
3700 MHz (37.00x100.0) @ 3720 MHz (37.20x100.0)

Have you installed the latest BIOS for your motherboard as well as drivers and chipset updates? You can find this on the support page for your motherboard.

Does this happen on every game or a specific one?

It’s also useful to post the specifications of your rig, so it could assist in troubleshooting.

Would there be a chance I do not have the latest BIOS, drivers, and chipset updates if I encountered this issue the very first time I used the PC? I'm fairly inexperienced, but it seems likely everything should be to date. Also yes, this occurs with every game.

For more info about the pc can you do the next which gives bios info too,

download hwinfo,
install and open it=click run,
close the top window which is the system summary,
in the main window at the left top click "save report",
at the bottom of the next window check "Summary for Clipboard",
after that you'll see what's in the pc,
copy by clicking "copy to clipboard" and rightclick+paste in your next respons

What's you're rig? Are they internet games? I've had driver troubles with new motherboards. I RMA a motherboard only to find the mfg installed new drivers they didn't list (till after the fact). So yeah, it was too spankin' new, they didn't work out the bugs. So what's in your rig?
 
I have a AMD Ryzen 5 5600X. Would this just be a performance issue? Or is there something I'm doing wrong?
Doesn't sound right for a 5600X, need to know what games you are playing and also a full system spec would help. The first thing I would check would be temperatures and clock speeds just in case it's throttling. You can use HWMonitor for that:
