CPU vs GPU - WildStar

I've recently been playing an MMORPG called WildStar. I'm using both and i5-4670k and a GeForce GTX 660 Twin Frozr (MSI). I'm fairly disappointed with the results, even if they're at stock speeds right now. In the major city, I'm usually around 30-40 FPS with random drops here and there (ie. split-second freezes). These are on 'high' settings.

Were my expectations too high for this setup without OC'ing? I would understand these numbers at 'Ultra High,' but these seemed kind of low to me.

Also, if I were to OC...I've been told that the CPU is the dominant choice when it comes to MMORPG's. Would this be the choice to OC if I was going to pick one? (I would rather not OC both of them, with only have a 550W PSU, I don't want to push my luck).
 
Monitor your usage during gameplay to find the bottleneck. I am almost sure its the network though any largely populated area in any mmo is going to do this. Unless you have a 1gb internet connection, and even then let me know.
 
I'm getting 50Mbps down, 11Mbps up. The game has a built-in FPS/Ping monitor and it's always the FPS dropping, the ping usually stays the same which leads me to believe that it's not the network.
