CPU vs Light Bulb

Hey guys, I have a light bulb directly overhead above my PC and is controlled by one switch. I overclocked my FX-8320E from 3.2 to 4.0 ghz on 1.25 volts. Just a dumb question, is this related to that light bulb randomly going on and off for minutes at a time?

No.
The light may or may not be on the same electrical circuit, but your OC doesn't affect it unless you blew the circuit breaker/fuse. You should try another bulb and make sure it's fully screwed in. If there's still a problem, I could recommend other electrical troubleshooting, but I won't.

Usually, ceiling lights are on one circuit, and wall outlets are on a separate circuit, so there should be no interaction between the two.

What does your PC do when the light flickers?
