CPU w/Mobo + SSD or GPU

My uncle promised me his GPU but in the case he doesn’t deliver (common) I was wondering which would be more beneficial in the long run. I'm an avid gamer and am looking to stream in the future, I use NVENC for streaming therefore I don't think it affects my CPU.

Let me weasel just a bit... The short answer is there are some system memory pipeline optimizations with the X470... but some of the YouTube testing I've seen (Hardware Guys) suggests that the real world benchmark improvements between B350 and X470 are still fairly minimal but might improve with future BIOS upgrades to the X470. Conventional Wisdom now seems to be if you already have a B350, stick with it - but if you're buying new, get the X470... due to better memory OC'ing, if nothing else.
You forgot to mention that you need new DDR4 ram which are not that cheap btw. Buying new mobo and cpu is of course future proof and your gtx 950 will be able to handle low settings at full hd, so i would go for it considering to upgrade later the gpu. Your i5 is already a bottleneck for cpu intensive games like BF 1, so it really depends on what you need for your rig. If you want to play newest AAA titles you should change platform soon. Otherwise i5 4460 + gtx 1060 is a good match actually and handles most games flawlessly (but not all)

A couple of thoughts...
I personally wouldn't use an older series motherboard. At minimum, you'll need a BIOS flash and memory support will be iffy at higher speeds. Also, you wouldn't be able to take MB advantage of some of Ryzen's 2000 series new design capabilities. You wouldn't be future proofing your system. Even a cheaper level X470 would stand you better. And yes, you will need all new memory - at least DDR4-3000... the faster the better.
GPU prices are still insane. If your current video card is even remotely adequate keep it and wait for sanity to return... probably 6+ months or so away.
Finally, a 120Gb SSD might be enough capacity for just your boot drive, but you won't have the space for many games. My Steam games drive is on a 500Gb SSD and it's no longer big enough :/
So... now things are getting much more expensive - make a budget/save your pennies/watch NewEgg avidly for a good Combo sale for your CPU/MD/Memory... and wait. It's only been a month or so since Ryzen 2k series launch (and the X470 MB's too) so prices are just now starting to slowly fall.

Can you explain list off a couple of those capabilities that I would be missing from the B350 as oppose to the X470.
