Cpu want turn on. Motherboard light comes on. Fans spin for a second then stop. There's a high pitched continous ring

PC quit working. The front power light doesn't come on. The MB light is on. Fans spin for a moment when I turn on the switch on the back. There's a barely audible high pitch ring coming from the PC. Any ideas? Thanks in advance.

First though, bad power supply. You did not really give much info about the system, what happened if anything before the system stopped working? Did you re-seat components? Specs of the system including brand/model of the power supply?
