Question CPU way cooler than GPU ?

After changing the thermal paste, sawing off a bit of my backplat on my laptop to fully expose the fans and undervoltign my cpu (i7 7700hq) my temps went down quite a bit (91°C to 61°C on Full Load. Yet after doign the same thign except the undervolt to my gpu (gtx 1060 6gb) the temps still reach 91 degress at full load and then starts throttling, resultign in huge fps loss'.
Is there anything I can do to keep my gpu cool since there's a 30 degree deifference between gpu and cpu ?

my guess would be the only reason you see such a big drop is you undervolted the CPU as well cut the case to expose fans creating perhaps better air flow ( although I would suspect the main reason for temp drop is undervolt) perhaps undervolt the GPU and see temps drop, or put CPU back to normal to really see if opening vents and new paste even helped much ..if it were my case, and I was worried I would modify the bottom, should be easy enough to locate the GPU then maybe cut out a piece of the case and put on a filter, but I cant say that would actually help any, but it would for sure allow more air flow so possibly cooler temps
