Question CPU with cooler for video editing and MSFS

Which processor(s) that come bundled with a good cooler would provide the best balance of price and performance for video editing with DaVinci Resolve and for playing MSFS? It will not be overclocked.

Budget is US$400 max for the CPU+cooler, preferably lower. Other specs are RTX 4070, Wi-Fi mobo, 2x16GB 6000MT/s RAM, 27-inch QHD monitor, etc.

I'm more familiar with the AMD platform but will also consider Intel. I've done some research but find it hard to make a decision.
 
I'm in India but I didn't mention it because prices here are comparable to those in the US.

There are at least a dozen reliable online shops in the country but no dominant one. Variations in prices for common items generally fall within 1-3% among them although there are exceptions. Most of them offer free shipping and I've bought from half a dozen of them.

Which specific motherboard. WIFI Mobo could mean hundreds of different options. Obviously, the mobo determines the CPU.

Forgot to mention that, sorry. I'm focusing on an AM5 system and have tentatively chosen Asrock B650M-PG Lightning Wi-Fi. It has USB 3.2 Gen2, USB C header, three M.2 NVMe slots. Anyway, I'm prepared to change that as needed.

Pricing seems to be very strange in india for some items. The general recommendation for a cooler is the thermalright Peerless Assassin 120 SE

This cooler costs only $35 on amazon in the USA. In amazon india it is double that if I did my currency conversion correctly. Maybe someplace else has better pricing.

This cooler can cool pretty much anything even 14900k....as long as set the power limits to the recommended values. It fits on most modern socket types and fits most cases

If you can not get this cooler for a good price I would look for ones that appear similar. Key is having 2 120 radiators so you have a total surface of 240. Many manufactures have basically copied the peerless assassin and they tend to be pretty close in performance. Here in the USA it is very hard to beat $35.

That cooler seems to be highly regarded in India too, but it's a niche product for enthusiasts. I said that there were exceptions in parity between prices in India and the US.

OTOH, I can get a non-digital DeepCool AG620 for the equivalent of about US$35 here. Anyway, for the moment I'm considering a CPU that doesn't need an after-market cooler.

The Deepcool is pretty decent.

The Peerless though is a great performer, and will keep your chip nice and cool.
 
Very few high performance processors come with coolers.
Probably the best in your price range would be the Intel ultra7 265.

Intel non K processors are a touch slower than their K suffix counterparts but will come with a suitable cooler.
i7-13700 and i7-14700 passmark performance is comparable to R9-5900X

You'll also benefit from the best GPU you can afford with DaVinci Resolve. A large part of video rendering is passed over to the GPU.
