CPU won't post, rest of computer receiving power

Okay, so for some context, this computer has been out of action for about 6 months. It worked just fine before I left, but now it won't boot, despite the 6 case fans, hdd, and graphics card receiving power.

The specs are:
- AMD Phenom II X4 955
- Asus ROG Crosshair IV Formula
- NVIDIA GTX 780
- 8GB DDR3 1600MHz RAM
- 1TB HDD
- 256GB OCZ Agility SSD
- Corsair 800w PSU


This model of motherboard has post-state LEDs to show how far it gets, and right now the CPU_LED is lit up red; to clarify this is NOT the voltage indicator. This is the post-state LED. The CPU fan also is not spinning, although it is twitching periodically.

So far I'm receiving no signal on my monitors.

I've checked all the wiring, I've checked the pins on the CPU, I've tried every combination of RAM/DIMM slots, I've made sure there is no debris on or under the mobo, I've reset the CMOS by removing the battery, and I'm really not sure what to try next. I don't think a CPU can die just from sitting around, and I don't THINK the mobo has shorted although it's hard to tell.

Any suggestion?
 
Possibly dust or minute debris settled on motherboard? Could try thorough cleaning using compressed air.

Triple check ALL cables are connected properly (power, data, monitor, CPU auxiliary).

DIMM's and video card seated properly?

Try another PSU, even though some components seem to be receiving power, it is possible that some PSU cables may not be supplying power.
