CPU wont turbo boost while under load

So recently i bought a laptop with an i3 8130u, and while playing a game i noticed that the cpu speed sits at 2204 MHz and never goes higher than that while under load, but when idle it does have spikes at max speed which is supposed to be 3.4ghz while the temps under continuous load were not even passing 70°C, tried again later and even when the temps are 50-55°C it never passes 2.2ghz. Its not a problem with the fans, the laptop is new and everything is clean, its not temps, the turbo boost works occasionally but not under any load so i would assume its not turned off somewhere in the settings.. So im basically quite lost, any advice would be much appreciated.

Make sure windows power settings in control panel is set to either balanced or performance. If it's on power saving or something else change it then restart the computer and see if it goes up to the turbo speeds.

Dunlop0078 The battery settings are always on max performance, forgot to mention that.

I'm assuming that the power adapter is plugged in also. Some laptops won't turbo when the power adapter is not plugged in.

gasaraki Yes, it is plugged most of the time, just tried stressing it while unplugged and got the same results as before, 2,2ghz speed and 100% cpu utilisation .. the funny thing is, it never ever goes above 2,2 while being stressed, never! But when it's idle it jumps to +3ghz every once in a while...

Turbo boosting doesn't work on benchmark it will work in ilde / only 2 cores are needed

When the cpu is boosting is it just boosting on one core? Could be that when fully utilized the cpu wont turbo and will only turbo on a single thread/core. Too bad Intel doesn't promise anything when it comes to turbo anymore.

From what I know desktop CPU will turbo to faster clock speeds constantly if cooling is good but laptops CPU are generally made to be more energy efficient that also makes them make less heat 🤔

I prefer desktops if portability is not something that's needed overall they run faster cheaper then there laptop counterpart and a whole lot easier to upgrade down the line .

Everything so far sounds like quite normal power efficient behavior, keeping thermal limits within spec for what is undoubtedly confirmed to be only a 15W TDP CPU...

It's base clock is.....<drum roll> the exact 2.2 GHz you are seeing....

Turboboot is dependent on workload, temperatures, & number of active cores. With more cores active the less boost you get, usually dropping to none at all cores active.
