Question CPU working on high clock and voltages for no reason

I'm currently on a 7950X3D + X670E platform, and it has been all okay until recently
I have no CPU overclock set or any BIOS settings changed except fan curves and AMD EXPO enabled
CPU temps on idle were around 40c~45c and voltages were low
Now when I'm idling my CPU temps are at 58c~60c and voltages are higher, as if it is currently working / gaming
Yet nothing is open, CPU usage is 0%~1% in task manager and RAM usage is very low
I tried scanning my PC for coin miners or something, but could not find anything
I have no clue what could be causing it, would appreciate some advice if anyone ran into something like this before, or where I could find what is using my CPU

Depending on how good the bios updates for the exploding CPUs were for this board it could have used borderline unsafe voltages for your ram controller, forcing it to use higher voltages now due to degradation.
Instead of failing spectacularly and soon, it dragged it out and didn't destroy it completely.

There have been a few posts on this forum where the final solution was to replace the cpu.

As a sanity test you can try manual settings on your ram and see how far down you have to clock them to get your old vsoc and temps back.

What cooler are you using for the CPU? Sounds like the cooler may not be seated correctly, or insufficient for your CPU.

Listing the rest of your PC specs will help diagnose.

I am using a Lianli Galahad 240, it worked fine on this CPU before as stated in my post, so I don't think it is the issue, this problem is just sudden

This machine was built after the entire EXPO ordeal, and the BIOS was updated immediately, before EXPO was even enabled
The voltages aren't static - They are jumping up and down along with the clocks as if something is currently using the CPU with changing loads, even when the PC is completely idle
This issue happens even with EXPO disabled

Try performing a clean boot via msconfig (System Configuration) and see if that helps.

This only partially helped, the temps went down a bitbut were still significantly higher than before and the clocks / voltages still act up
