CPU-Z and CoreTemp reporting incorrect CPU clock speed

Hello everyone :) I've run into a bit of a problem. I have an i7 3770k and for a while I had it overclocked to 4.5 ghz at 1.23 vcore at that time, but as a result of rising temps I brought it down to 4.1 at 1.21 vcore in hope of using that as a starting point for a more reasonable overclock. When I opened up CoreTemp and CPU-Z before I started Prime95 though, both programs still reported my processor at 4.5 ghz and I don't know what to do. I have restarted my computer multiple times, reset the BIOS, and even re-seated the processor (I was changing my heatsink and I thought, why not? haha). Any help or advice is appreciated, thanks!
