Yes they do, whether your PC utilises what you put into the slots is another thing entirely. You need to be running some seriously heavy lifting programs in order to justify either 1) Needing the extra bandwidth or 2) Needing more RAM than 4 DIMM slots can provide

Another thing to mention, the processors that suit the X99 socket that you speak of are very expensive, starting at around £300, not to mention the motherboards being more expensive on average and the amount of RAM needed to justify 8 DIMM slots being expensive. Unless you plan to do some seriously heavy work loads such as large scale 3D rendering or mega amounts of 4K video editing, it's a hard thing to justify.
 


The setup will be for 3D rendering. Mostly GPU, but larger scenes will be too large for my GPUs. I am just trying to plan for the long term as a "just in case" scenario. So will any of the 2011-v3 chips handle 8 RAM slots? I just cannot find any specifics of which cards do or do not handle 8.
