Crackling noise at high volumes after PSU died and was replaced?

Recently I got a GTX 1060 but upon using it for a while my PSU broke with a massive spark and a pop. After replacing it I had to reinstall windows as my hard drive seemed to have been corrupted and I had the white flashing bar upon boot. Finally after reinstalling windows and getting all my drivers back I've been noticing a very prominent crackling noise and distortion of audio at high volumes. I'm not sure what to do, can anyone help?

Full Specs:
GTX 1060 Windforce Gigabyte 6gb
AMD FX 8350 4.0ghz
MSI 970 Gaming motherboard
Corsair 650W 80+
16gb DDR3 RAM

EDIT: I've discovered that for some reason the only program it's affected so far is chrome, "Warframe" isn't affected at all. Hope this helps

I can't afford a new board and I don't have another rig so I think I'll leave it for now as it's not too bad. If in the future it get's worse would a sound card fix the problem or potentially fix it?
