[Crawl] Plants spawn like monsters?

After remapping a forgotten dungeon layout, there suddenly was a plant
where I'm absolutely sure it wasn't before (there was no plant at all on
this level).

Is this normal behavior that plants 'spawn' like monsters and I just
never recognized before?
