create a user in safe mode using vista

there is an apparent corrupted user profile, I am unable to log on to the computer as there is only one active user profile (which is the corrupted one). When the computer is started up, I don't get the option to log on as Guest. Can a user be setup in Safe Mode? the pc is a Vista machine.

You can't create user accounts from a Guest account anyway, so that would not have helped.

Only accounts with admin priveleges can create or delete user accounts, so you need to log on to the default Administrator account which was automatically created when Windows was installed. That's why it exists, it's a "failsafe" in case the user's admin account becomes corrupted or is otherwise inaccessible.
