CreateFragmentsFromFile: 'downloads/xxxxxxxxx.dat' doesn't..

Friend of mine is running dedicated a CounterStrike server here in Germany.
He keeps getting these messages in the console:

CreateFragmentsFromFile: 'downloads/8195865a.dat' doesn't exist.
CreateFragmentsFromFile: 'downloads/7b0f9e73.dat' doesn't exist.

Anyone ever seen this? Next to nothing comes up in Google, none helpfull.

Is this an error message? or just info? How to fix it?

Any ideas greatly appreciated.

I get those messages too everytime I run a Counter-Strike: Source dedicated
server. I was able to realise that these files are being generated when
someone uses a custom spray in the game.

Hmm.. I *think* he has uploading of custom labels turned on.
then the sprays should be there for it to find (I'd think).
Told him to try turning off custom labels. We'll see if that helps.
