Hello, i'm trying to help a friend solve an issue with his pc but we're stuck. When we try to start CS2 or Payday 3 the games either :
A) Crash instantly when compiling shaders or starting up.
B) Works for a few minutes before crashing. or
C) He gets a BSOD with said error in the title, full crash report here:

We've monitored the loads and temps of cpu/gpu and nothing is out of the ordinary, not even when using a benchmark.
We've updated the BIOS and tried disabling fast boot, aswell as resetting CMOS
We've installed a clean copy of Windows 11.
We've tried reinstalling drivers.
He has switched GPU from his 4080 to a 1070 and the same issue with crashes persists.
He also tried using his old PSU and the issue still persists.
He has tried using 1/2/4 different RAM modules when starting the pc and no difference, he's currently doing memtest86 on all 4 RAM sticks one at a time, awaiting results.
We're going to try to install Win11 on a different harddrive then the one he's currently using for OS.
But all and all we're really at a loss here, and since we switched the GPU and PSU and tried them individually but the problem still persists... no idea what to do to be honest. Feels like it should be a CPU or Mobo issue but we honestly have no idea. All help appreciated, thanks.
