Crossfire won't work, primary gpu at pci express 3.0x16 and second at 2.0x2

I have an
Cpu: i7 4790k
Gpu: 2 radeon r9 200 series
motherboard: Msi z97 gaming 3
On this motherboard it says my second graphics card should run at pci express 2.0x4 which is available for crossfire but currently my situation is its the second gpu is sitting at 2.0x2 which i cant crossfire with and improve my performance.
Can someone please help me.
