Crossfired HD 7700 @ 50% Load w/ GTA 5

Specs:

2x HD 7700
i5 3570k

CPUs seem to be loading @ 100%
GPUs only @ 50%

Ive done a lot of research, the CPUs are probably powerful enough right? Or am I missing something? Is there a bottleneck? Any help would be appreciated, been having this issue for ~2 years now

Cpu is fine what are your fps sitting at and what is your fully system specs.
