CS:GO gameplay kinda choppy

Gameplay looks choppy and its not as smooth as I have seen on other PC. Iv seen better performance in older mainstream builds and the screen looked so smooth. Been troubleshooting for long time and cant seem to find the cause of sudden frame drops where i average 180-220fps(all low@1080p), even on 4:3 ratio 1024x768. Sometimes it drops on random fights or new areas. Trying to get a fix most from guides online but nothing helps.

Build - CPU:- Intel(R) Core(TM) i7 2600k currently at 4.1GHZ
Motherboard:- GA-Z77-DS3H
GPU:- MSI GeForce® GTX 1050 Ti 4GT OC
RAM:- 2x4GB DDR3 @ 1600 MHz Kingston HyperX Blue Series
PSU:- Cooler Master GX 750W
Cooler:- Cooler Master Hyper 612S
SSD:- Patriot Pyro 120 GB Sata III
HDD:- Western Digital WD Blue 1TB < -- Steam and all games located here
Display:- ASUS VG248QE 24" Full HD 1920x1080 144Hz 1ms

3D settings on Nvidia Control Panel - Power management mode on "Maximum Performance".
Power Options - High performance

When flicking or rotate quickly mouse to display has a small annoying stutter. Please help me find a solution. For more info to help me troubleshoot please ask and i will respond as soon as I can

Check to make sure shadow play is off. You'll need to launch the NVIDIA GeForce Experience application and click the “ShadowPlay” button at the top right corner of the window. Click the switch at the left of the ShadowPlay window to flip it to off. A green light should disappear, indicating NVIDIA ShadowPlay is disabiled.

Check you CPU temps using HWmonitor. Just leave it up while playing to get your max temps. If its very high your CPU could be throttling.
