CS:GO Help with performace

First of all, here's my PC specs:

Intel Core i3 2100 @ 3.1 GHz
8GB RAM
GeForce 210 1GB (I know it's a toaster)

So my build pretty much matches the minimum settings for the game but in-game I get 30-40 fps. I need help and please don't tell me to buy a better GPU.

I think you know the answer....Better CPU and GPU, you wont need to spend much, probably 300$ would do the trick.

If you dont want to spend any money, then the only thing I can suggest is shutting down all other tabs and applications in the background while playing. If your system barely matches the minimum settings then your not going to get full 60 fps. Make sure...

Make sure everything is turned to low, lower your resolution I have found that to help in other games, check out steam forums to see what other people did to help with performance issues. :)

I wasn't really gonna get this hardware specifically. I was planning to get an Intel Core i7 3770K and GeForce 660
My current motherboard is Gigabyte H61M-S2PV. Do you think this board would work?
Also I have a problem. I have an old Samsung screen (1024x768) I don't know if a modern GPU will work with it.
