Good internet but ping keeps going up and down in cs go up to 1000 ping

Latency is a sign a connection is maxed somewhere on the chain.

Do you think it's at your house?
Some routers will show you current bandwidth usage.
On your computer you can see network usage in resource monitor.

You can run traceroute to the games server to see if it's on the chain anywhere.
It's not a reliable test.
