CS:GO Input lag in Windowed/Fullscreen Windowed Mode

I play CS:GO a lot and I have to pan in and out of the window often, and so I used to play in fullscreen windowed on Windows 7. Then when I upgraded to Windows 10 it suddenly gave me slightly noticeable input lag with my mouse. I have raw input on, but I only have the input lag while in windowed and fullscreen windowed mode.

So is there anything I can do to fix this? I dont like waiting the 5 seconds to pan in and out of the window every time.

I have the exact same problem as the OP, after it upgraded to windows 10 I cant play in fullscreen windowed mode anymore without the input lag. it has nothing to do with specs. the way you used to solve this issue with windows 7 was change your windows theme back to the original windows 98 theme and it fixed it, with windows 10 there isn't any built in theme that lets you do this.
