Question Cs Go microstuttering/microlag in windows 10

Hello to everyone, when format my pc and i install cs go, i notice that i have microstuttering and the game is not smooth as was before . Before the format i didnt make all of the updates of windows 10 so i suppose that maybe is sth from windows . I tried a lot of things but i cant figure out what is happening . My pc specs are more than enough for playing cs go , so i cant understand what makes this lag . I will list all of the things that i have done and nothing happened.To imagine, in cs go menu my fps are 116-119 and after 5 secs they drop to 90 instantly and then again 116-119 (maybe this helps u)

My PC Specs :
CPU: Amd Ryzen 5 1600
GPU: Nvidia Geforce 1060 6 GB
MB: Asus B350 PLUS
Memory: G.Skill RipjawsV 16GB
PSU: Corsair VS550
HDD: Seagate 1TB
SSD: Samsung 970 Evo Plus 500GB (M.2

All the things that i tried :
1)Remove drivers (with DDU) , update the latest
2)Remove drivers from audio , update the latest
3)Update bios , chipset etc.
4)Windows update latest
5)Try another mouse/headset
6)Put in different usbs mouse/headset
7)Close every software ( razer synapse , steelseries engine )
8)Close background apps
9)Put a script that clean temp cahe
10)Remove DVR from registry
11)Remove the second monitor
12)Put a lot of cs settings that they suggest ( like -novid -nod3d9ex -limitvsconst +cl_forcepreload 1 +mat_queue_mode -2 -nojoy )
13)Low the graphs to minimum
14)Enable / Disable the vsync
15)Nvidia inspector ( flip settings )
16)Check temps (evth is ok )
17)Remove nvidia geforce experience overlay
18)Off game bars from windows

Thats all , its so strange that i cant play cs go smoothly because my specs is more than the requirements of the game.Its my first post, forgive me for my bad english and if u need more information ask me. Thanks in advance
