Cs:go running in background

hi there i am very stuck at the moment i had cs go running on my laptop all working but i wanted to fresh install windows 7 again so i did and i have installed csgo but when i click on it the application runs in the background my laptop is a

i have tried:
reinstalling steam and cs go
verifying the game cahce
rebooted my laptop

i have pretty much done everything
