Csgo 200+ fps with 200 euro? Help me :)

Hi guys and have a nice day! I have a cougar mini tower pc with:

Cpu:Intel pentium G3258 4.0 ghz
Gpu:Nvidia Gt 730
Power:450 watt SUPER MICRO atx.
8gb ram
Windows 10
Cooler:Idk i will buy new. can u suggest me 1? :3

And i reach in all low settings 80 fps.
With fps drops.(40 in the smoke )

I have 200 euro budget. And i want to ask you Should i buy an i5 to rrach 200 fps or a gtx 960 gigabyte Gv series (180 euro) I know csgo is Cpu intensive but i want your help Cpu or Gpu ? Help please thanks for reading.

What country do u live in? Try to go for an R9 380, but i don't think your PSU is very good, you might need to upgrade that.

i live in greece im going to buy msi 2gb r9 380 Can my psu handle this if not ,can a 500 watt power supply handle this? Bcause i have only 250 euro.
