Ram:2x4 gb 3200 MHz
gpu: 1060 6gb

i did not change anything

Run task manager in backround while run cs and see if anything else is running in back round when playing game. Also what driver are you using and did you check to make sure your monitor is set to your default settings ie 144hz etc?
