Csgo runs horrible even at low settings

I'm using an hp laptop till I build my gaming pc. It should run CS at 60+ fps according to benchmarks, but only goes around 25-35, with frequent stuttering. I've tried updating the drivers, CPU usage is fine, and only discord is running in the backround. Please help!
