Curious, W10 Task Manager shows wrong CPU OC #

I recently OC"d my Ryzen 5 1600. Bios / Cinebench / CPU-Z and CPUID HWMonitor all show 3.90 Ghz which is my OC.

In Windows 10 Task Manager it says Base Clock: 3.90 but the Speed changes, 3.79 (ish) up and down..etc

why? I read up and most everyone said that Windows 10 Task Manger doesn't read OC correctly and just to rely on the Cinebench, CPU-Z, HWMonitor #'s.

So opinions.. is this just one of those odd ball things Windows does? I shouldn't' be "concerned".

You shouldn't worry at all. On this same CPU I'm using now I've had windows read a max speed of 2.1Ghz and a max speed of 7.0Ghz. I think the most accurate reading of real time frequency will probably be HWinfo64, as that's what I use, but the other tools are very good too and basically always right.

I just checked HWinfo64 and it also said 3.90 Ghz so... just one of those odd Windows things.
