Hello! I just currently got my new build put together. Here's my part list https://pcpartpicker.com/list/cLLR8J . I put everything together and from all my research I thought it would be a decently high end PC (I managed to snag a 3070 after all!) But after a few trial runs on some AAA games like Warzone, Cyberpunk, and some older games like Witcher 3, Payday 2 and a few other games, I noticed my performance has been subpar. Warzone specifically I have been getting sub 60fps on high settings, and I haven't been getting the performance I want. I would appreciate any advice on if I may need to upgrade anything or if I may need to fix some settings I might have forgotten about ?

I'm currently running stock speeds not overclocking, I'm not the best with it but I've seen a few sources stating you don't exactly gain too much performance wise with Overclocking. My thermals are all normal, I sit around CPU:45 at idle and when playing games around 55/60 Celsius. GPU sits around 34-45 during gaming. I thank you for your time and hopefully I'll find some help! I just can't think of what else to do besides for overclocking the CPU. I know all my drivers are Up to date and same with the BIOS.
(I'm also waiting for 16 more gigs to come in from the mail, but I would think 16gigs alone would be plenty.)

3070 Required System Power PSU wattage listed at 650 watts.

Total up the power requirements of your new build.

You can do so manually and you can also use online calculators:

Reference:

If any component provides a range of wattage values then use the high end wattage.

How close to 550 watts (per your build's Corsair PSU) is the final wattage total?
Oh geez I forgot to change my psu in my list I currently have a Montech Century 850W 80 Plus Gold Certified psu in my rig!
