Custom PC for 4K Movies and supports Blue-Ray?

Hello could someone come up with a possible build for 4K Movies and supports Blue-Ray probably with the budget of $2.5k (AUD) Also I would appreciate some tips or things I should look out for. Thankyou!

EDIT: Also burning movies with a strong hdmi connection.
