Not necessarily, something can be modified to not be functional with the intent to commit fraud...

Mods are any kind of modification, could be as simple as a sticker or as complex as turning a ps4 into a mobile device.
It doesn't have to be anything functional though, painting your GPU with graffiti is modding it.
Modding something to make it look like a more expensive model to sell it for more money is fraud.

Why is Tomshardware saying these cards are fake? All of the 48GB modified 4090’s are using a 3090 PCB. Thats just part of the process. They are literally soldering a 4090 die on a 3090 PCB. 🤨 The 3090/3090Ti/4090 PCB’s are almost the same. Pop a 4090 die on a 3090 board, and you can solder the 4090 IC’s on there too, then you have a 48GB 4090. This is common. The 3090 board has pads for memory on both sides.

But a AMD GPU and save yourself money, headache if you can't bring your PC to the seller to plug in & test out the card before paying.... I've heard of fake 3090TI as well but much lesser than 4090. A slightly higher FPS isn't worth the potential lost of money & time.

Guys, the mod designation is very likely just machine translation of Chinese to English. but afterall paying 1k+ for 4 GPUs from weird sellers likely are trying to do something scatchy anyway, so IMO it's kind of scammer vs better scammer..

But there are many many fake graphic cards in an app named Taobao Xianyu, many RTX30 series and RTX40 series cards those damaged in ETH computing will install a new graphic cooler and then sale on Xianyu, people who thought the seller is a fish and bought the graphics cards to gamble will be the fish in the end.

It's clearly mentioned in the article that the fake cards were using a GA102 die instead of the AD102, so they couldn't be legit 4090, so they were counterfeit.

Modding a GPU to make it look like a more expensive one and sell it under this designation is deception, so fraud. Would be funny to hear you explaining to the police that the GA102 die you put on a 4090 frame and try to sell it online as a 4090 was just a mod, not fraud. I guess they would give you a tech writer job.
