for the OS you can always get a installation media and pay for a windows key, not those 100 dollar OEM keys.I almost hate to parrot this again, but do you have a Microcenter nearby?
If you do you might be able to sub in here or there as their CPU/Mobo combos are easily $40-50 less than any comparable shop. I find that cases, RAM, PSU, and other components can be located elsewhere cheaper, and often with more selection.
A very general parts list. You should be able to get an i5 10600K (and a cooler) , a cheap Z chipset board*, 16GB of DDR4, an SSD or M.2 drive, a decent mid tier PSU, case, and W10 license (edit-in a quick search, I am not sure I can come under with OS) for $600.
You could play with certain aspects of the above if you wished to move up into an i7 non K that includes a fan, perhaps a B or H chipset, play with storage options, and so on. To be fair, I am not discounting Ryzen as an option here, but think it would be too easy to use up your budget in the base aspects.
I would move your drives from the old machine as a stop gap storage solution. I would re-use the 560 for lack of appropriately priced GPU due to market force.
