Question Damaged radiator?

Tubing is interior, not exterior. What you are looking at is the framework that holds the fins. It's exactly like a car radiator. The liquid tubes run from end to end, reservoir to reservoir, through the inside of the fins, which are perpendicular. The fins themselves are welded to a framework of strips to enable them to hold their shape and not spring out. Basic function is almost exactly like an aircooler heatsink and it's heatpipes. Heat traveling from a warmer source to a cooler area.

If that's surface damage, there's no issue. If it goes beyond and is more of a puncture than a scratch, it's possible it can have affected a heat pipe.

But either way, it's damage that was not part of the purchase. So should be returned. Better safe than sorry.
